The resources on this page are tools to help you start those conversations and keep them going. The Circle of Trust and Technology Safety Plan are designed to be printed and worked through at home. The Social Media Checklist is meant to be read through together, a quick gut-check on what your family is navigating online.

Sarah Murphy

Sarah has worked for the Shasta County District Attorney’s Office as a deputy district attorney for seven years. She is currently assigned to the sexual assault and physical child abuse unit. When she isn’t prosecuting cases, you can find her camping, hiking, and trying to wrangle her three not-so-calm dogs, two tame mules, and three wild horses!

Investigator Mike DiMatteo

Mike is an Investigator with the Redding Police Department; he is currently assigned to investigate child abuse and sexual assault cases. Mike has been an officer for over 15 years, where he has worked numerous assignments, including traffic, field training officer, force options instructor, and hostage negotiations. Mike started his career with the California Highway Patrol, assigned to the San Jose area office. He was born and raised in Redding, California. He is married with two awesome children. Mike enjoys spending time outdoors with his family!

Corporal Elizabeth Harris

Liz has been a police officer for 18 years, 12 of those in Redding. She most recently spent four years in the investigations division of the Redding Police Department, investigating crimes against children and sexual assault cases before being promoted to Corporal. Liz is married to the love of her life and spends her free time boating on Shasta Lake, kayaking, and hiking in beautiful Northern California.

Senior Victims Advocate Deborah Heide

Deborah Heide has worked for the Shasta County District Attorney’s Office for over 18 years. She is a Senior Victim Advocate and currently leads a team in supporting victims of crime in Shasta County. She provided input regarding what agencies should be co-located in the family justice center from a victim perspective and helped initiate Shasta County’s chapter of VOICES, a survivor support group that brings awareness to the community about family violence. Outside of work, you can find her having fun in the sun kayaking the local Shasta County lakes with her four-legged furry babies.

Sean Dugan, MD

Dr. Dugan is a board certified pediatrician who focuses on child abuse and adolescent medicine. He works at both Shasta Community Health Center and Mercy Medical Center. Dr. Dugan grew up in Hawaii and moved to the North State five years ago. He recently helped to develop a child abuse medical protocol that has already proven effective. He and his wife have four kids under the age of five!

Cindy Lane, MSW

Cindy has a Master’s Degree in Social Work and has worked at Shasta County HHSA Children’s Services for the past 10 years. She started as a Senior Social Worker investigating child abuse and is currently the Program Manager of prevention programs, the child abuse hotline, and investigations.  When she is not at work she enjoys cooking, reading, and spending time with her family.

Detective Chris Edwards

Detective Edwards has been in law enforcement for 14 years, working custody, patrol, and investigations. He is currently a Detective with the Shasta County Major Crimes Unit. Chris is married and has a 6-year-old son who he spends most of his time with when he is not at work. He loves the outdoors and has a passion for steelhead fishing in particular. His primary goal in life is to raise his son to be respectful, to understand there is someone upstairs, and to be the best he can be.

Stacie Bouyear, AMFT

Stacie joined our team in 2016 and has been a trusted voice from the perspective of Child Welfare, CSEC, and mental health. She obtains a Master’s degree in Forensics and a Master’s in Psychology as a Marriage Family Therapist. Stacie worked for 6 years in Sex Crimes for Child Welfare and worked with our CSEC youth. For the past 2+ years she has been working as a CSEC clinician supporting and providing therapy for youth in the community, for those currently working with youth in child welfare, youth on probation, or who come to children’s mental health for services. Outside of her extraordinary work, she enjoys spending time with family and being outdoors.

Jen Rowe, MSW

Jen has been a part of our team since 2017 and has provided vital input from the standpoint of Child Welfare, CSEC, mental health and SO much more! Complete bio coming soon!!
